Set the alarm for UTC
A region unlocks all at once, so your start time is the region's instant converted to your clock. A player in Los Angeles gets the game at 9 PM on the 18th; a player in Berlin at midnight.
Region switching
Changing an Xbox console's region to reach an earlier unlock has been reported to work only with a finished pre-load, is not sanctioned and can be closed at any time. A PlayStation Network account's country cannot be changed.
