He moves product through his boatyard and uses Jason because he is too old to do the dirty work himself. In exchange, Jason lives rent-free in one of his properties. The Keys are the game's smuggling country, so expect boats to matter more than cars.
The look
In the screenshots Brian wears faded shirts and a cap. The boatyard look is the drug-runner-as-fisherman approach: built so that a man carrying product looks like a man carrying bait.
Why he matters
Rockstar's premise is that an easy score goes wrong and pulls Jason and Lucia into a conspiracy across Leonida. The south is where the easy scores are, and Brian's boatyard is one of them. His smuggling routes are one end of a supply chain that, on the evidence of Ambrosia's description, runs inland to the Ambrosia bikers. Speculation
