Brian Heder's operation in the Leonida Keys is the smaller, quieter group in the game's opening: product moved by boat through a boatyard, with Jason Duval doing the work Brian is too old to do. Confirmed

How it works

Jason lives rent-free in one of Brian's properties in exchange for the work. Cal Hampton listens to police chatter. The dress code is camouflage: tank tops, caps and cargo shorts, so that a man carrying product looks like a man carrying bait.

Where it leads

The Keys are the start of the supply chain; Ambrosia, with its biker gang, appears to be the inland end. Speculation
