The refinery is the economy. Rockstar's bio says a local biker gang supplies much of everything else, which puts them in the same line of work as Brian Heder in the Keys: Ambrosia is plausibly the inland end of that route. Speculation Expect Ambrosia to be where the conspiracy that drives the story gets its muscle.
